NEW Certification Open for EH/CAH Testing of New 2019 CMS Measures

Drummond has opened registration for testing and certification of the three new 2019 CMS inpatient measures for the Medicare Promoting Interoperability Program for EH/CAH.

These include Verify Opioid Treatment Plan, Query a Prescription Drug Monitoring Program, and Support Electronic Referral Loops by Receiving and Incorporating. While the first two measures are optional for the 2019 reporting period, the latter measure is required for the Medicare program in 2019. To support testing of the new measures, Drummond released updated test scripts and 170.315(g.1/g.2) self-testing and reporting templates. Register here or submit your request to retest these measures in an upcoming quarterly attestation.

*Note: While Drummond is actively testing the new CMS inpatient measures, we are awaiting the release of test procedures from the ONC for the ambulatory measures. We will notify customers when the new ambulatory measures are available for testing and certification.

Q2 2019 Quarterly Attestations

The request for Q2 2019 quarterly attestations will be issued Friday, July 5th.

An email notification will be sent to users with access to the Drummond Portal notifying them to log in and respond to the quarterly attestation request. Responses will be due by Friday, July 19th. As a reminder, developers must submit a response for every active certified product listing provided within the portal, including both 2014 and 2015 Edition products. A non-response will result in a certification non-conformance notice. If you need access to the portal, please email

2019 Certification Planning

As a reminder, the Center for Medicaid & Medicare Services (CMS) is no longer accepting provider attestations using 2014 Edition certified products. To continue to be eligible for incentive funds in CY 2019 and avoid penalties, practitioners must be using technology certified to the 2015 Edition program.

We want to emphasize how important it is to your clients that your product is upgraded to 2015 Edition as soon as possible. CMS financial incentives increase for each 90-day reporting period in which practitioners are using a 2015 Edition certified product. Having access to upgraded technology as soon as possible will improve your clients’ opportunity to benefit in 2019.

Important Dates to Remember:

  • October 1, 2019 is an important deadline date to consider for ONC 2015 Edition Certification. For your customers participating in CMS MU Stage3 or MIPS/Promoting Interoperability programs, this gives them a full 90 days to attest for and maximize their CMS financial incentives.
  • December 31, 2019 is the final deadline to receive ONC 2015 Edition Certification in order for providers to attest for CMS programs in 2019. CMS will no longer be accepting 2014 Edition certificates for the 2019 reporting year attestations.

Remember, Drummond offers the Wave testing approach to support iterative development: you don’t have to have all functionality completed by your first Wave test date. Developers planning to test in 2019 should schedule test dates as far in advance as possible for the best opportunity to secure preferred dates. Testing is at its highest peak in the fourth quarter and Drummond is fully engaged in supporting client goals. If you are planning an end-of-year certification, you should contact your Drummond account manager to schedule test dates as soon as possible. If you are a prospective client, we invite you to download Drummond Group’s Decision Guide to 2015 Edition, schedule a phone meeting for a comprehensive review, and finalize enrollment to gain access to our support system and to schedule test dates.

Drummond Customer Portal Updates

Since its initial release in April 2019, Drummond’s customer portal continues to undergo improvements, including additional functionality. Over the next few weeks, we will be adding a surveillance function. Our team will assign tasks or notify you of changes to any active surveillance matters through the portal. All active and past surveillance history from 2017 through 2019 will be available. If you require documentation for history prior to this date range, please contact

We will be scheduling our Zendesk Knowledge Base and support ticket migration soon. Previous support tickets will be accessible through our customer portal. More details will be provided by your Account Manager and the Drummond Test Lab. To prepare for the migration, we will be contacting each company with a Zendesk login to confirm and update company contacts. Each person will eventually be granted access to view support tickets, surveillance history, quarterly reports, and any other customer portal functionality that may be added in the upcoming months.
