In April 2018 Centers for Medicare & Medicaid Services (CMS) issued its Final Rule that updates Medicare Advantage (MA) and the prescription drug benefit program (Part D). This rule included notice that CMS will be adopting version 2017071 of the NCPDP SCRIPT standard starting January 1, 2020. SCRIPT 2017071 will be replacing the SCRIPT 10.6 standard for e-prescribing messages. Surescripts is working to help transition their customer base to the new standard with the goal of sunsetting SCRIPT 10.6 by December 1 of 2020. They are currently offering translation services, but all Surescripts customers will need to make the necessary changes to their application to adopt the new SCRIPT standard before the end of 2020.

DEA Testing Requirement

EHR applications with e-prescribing of controlled substance (EPCS) capability (prescriber applications) and pharmacy applications seeking to upgrade to the new NCPDP SCRIPT 2017071 standard for electronic prescribing must undergo a DEA required audit of their e-prescribing/pharmacy application. Per 21 CFR 1311.300 the application provider of an electronic prescription application or a pharmacy application must have a third-party audit of the application whenever functionality related to controlled substance prescription requirements is altered or every two years, whichever occurs first.

Applications upgrading from SCRIPT version 10.6 to SCRIPT version 2017071 must complete a re-audit of their EPCS functionality by a DEA approved third-party prior to moving the changes to production. In addition to DEA re-audit, applications using Surescripts network must also re-certify with Surescripts.

The ONC has provided an exception for products certified under the 2015 edition criteria to allow products to attest to making the SCRIPT update without the need to re-certify 2015 edition criteria. However, DEA has not provided an exception for this update and requires an audit under 21 CFR 1311, 1306, and 1304 requirements for e-prescribing controlled substances.
